NEW PROJECT FACILITATES BRINING ECOLOGICAL AND ENVIRONMENTAL SECTORS OF UKRAINE WITH EU STANDARDS

The European Union is launching a new international technical assistance project designed to strengthen legal and institutional capacity of the Ministry of Ecology and Natural Resources of Ukraine, civil society and other stakeholders of Ukraine in support of the implementation of the EU legislation by Ukraine in environmental protection.

Over the next three years the project “Support to Ukraine in Approximation of the EU Environmental Acquis” will be aimed at ensuring the adaptation of the legislation of Ukraine in accordance with the commitments undertaken by Ukraine under the Association Agreement between Ukraine and the EU, public education and information on important environmental issues. The project, the budget of which is EUR 2.6 million, will be implemented in three main areas: environmental governance and integration of environmental policy, water quality and water resources management and environmental protection.

Today's disappointing ecological situation is largely inherited by Ukraine from the former Soviet Union and is caused by such factors as outdated industrial capacity, the presence of large residual chemicals and underinvestment in the implementation of clean technologies and energy efficiency. Meanwhile, Ukrainian society lacks awareness on environmental issues.

The new project dates from of a constitutive meeting held in the Ministry of Ecology and Natural Resources of Ukraine on 15 October. The meeting was attended by Head of the Energy, Transport and Environment section of the EU Delegation to Ukraine Walter Tretton, Acting Minister of Ecology and Natural Resources of Ukraine Sergiy Kurykyn and Deputy Minister for European Integration Hanna Vronska.

The project is designed to resolve issues related to rather inadequate environmental governance, corruption and general economic situation in Ukraine, which reflects the lack of funding of the environmental sector. The project will set up a monitoring system in such presupposed by the Association Agreement areas as assessment of bird species requiring special conservation measures, official recognition of the need to preserve certain species of flora and fauna and their natural habitats, etc. Taking into account the importance of objectives assigned to the project, the team of international experts of the project is headed by the former Minister of Environment of Lithuania Arunas Kundrotas.

General information about the project. The project “Support to Ukraine in Approximation of the EU Environmental Acquis” is implemented to provide assistance to the Ministry of Ecology and Natural Resources of Ukraine, other interested parties and civil society organizations in preparing to implement the EU environmental requirements. The project is aimed at strengthening legal and institutional framework in the environmental governance, water quality and water resources management and the environmental protection and also support of the approximation process of environmental legislation of Ukraine to the EU legislation to implement the provisions of the Association Agreement between Ukraine and the EU and the relevant framework documents.

The project will work in close cooperation with the State Agency for Water Resources, the State Ecological Inspectorate, the State Service of Geology and Mineral Resources, the Ministry of Agriculture and Food, the Ministry of Regional Development, Construction and Housing and Communal Services and Ukrainian Hydrometeorological Center of the State Emergency Service of Ukraine.
